I've noticed here several references to disabling DOS 8.3 file formats. Where do I look and what do I look for to see if this has happened? How do I restore? Please help.

This article tells how to disable 8.3 filename creation on an NTFS partition. To enable 8.3 filename creation follow the steps but enter the default value of "0". instead of "1".
