Subject:Crackles in vox files made from clean waves

I have to convert 16bit wave files to 8k, 16bit .vox file for phone equipment use. The Wave files are clean but the resulting .vox conversion in SF5 has crackles in the audio. Any way to avoid this and still meet the client's requirements? He says he's heard of a software that claims to reduce or eliminate this noise, but I thouht there couldn't be anything better out there than good ole Sound Forge 5!
