I read the manual..look at almost 500 forum posts etc etc..to find out how to add an FX to a certain event or selection..I know how to add an event to the whole track..Can anyone help me with this..Thankx

Try using the FX's envelope, then raise the envelope only on the event you wish the effect to be.
Hope that's somewhat clear.

You'll have to create an "Assignable FX Bus" first.

Why not just copy the track leaving only the bit you want to effect, and apply effects to that ?

Adding to what everyone's said, only FX busses and envelopes are possible only in ACID Pro 3.0. Track effects are possible in ACID Music 3.0, but you'll have to do what Spirit suggested in order to do what you want.
