MPEG re-compression...?

What I'd like to know is: Do MPEG's re-compress when rendered to MPEG format again?
For instance: I imported an .mpg file into VF, tinkered around with it, then rendered it back to an .mpg file. I couldn't notice any outstanding difference in the new file's visual or audio aspects.
Was it re-compressed? If so, does that include audio as well?
Also: is there a difference between regular MPEG compression and VCD compliant MPEG compression? I notice in some programs, they are both listed.

With VideoFactory and Vegas, pretty much everything except DV -> DV involves recompression. Any audio other than DV -> DV or output to .wav or .w64 will be recompressed too.

VCD compliant is a specific set of parameters for an MPEG file to allow it to conform to the VCD spec. It's still a normal MPEG file, it is just constrained to a small subset of the available options and parameters.
