And what settings?

Depends on what you're trying to accomplish. Just try a very small amount otherwise the video is going to look out of focus or blury.

I have a question...

If I remember right I recall reading in the VF forum that it is best to drag a FX effect to the first frame as opposed to just dropping it anywhere in the event.

So is there some default relationship that makes the effect progressive if you do or don't drop the effect on a specific event frame? I know dropping the effect on the preview window effects everything, but how about the subtleties of dragging FX filters to specific points in an event's timeline?

If you drop fx on an event (anywhere on the event), they will affect the entire event. Drop on a track, the entire track get affected. Add to a piece of media, all instances of that media on the timeline will have the effect. Add as "Video Output FX", the entire project will be affected.

So is it better to use the Gaussian Blur FX or set the motion blur properties of the project - what's the difference in the two?
