I'm not sure what happened, but my VST files seem to be missing. I've found the folder but there's only one file in there. I'd like to re-download/re-install the VST file for my Sound Forge 9, but can't find it on the Sony website. Can anyone point me in the right direction? Thank you!

There are often multiple folders for VST plugins.

Most usual are C:\vstplugins\ and C:\Program Files\vstplugins\, but others possible. Hence the facility in Options|Preferences|VST Effects to accomodate multiple paths.

"I'd like to re-download/re-install the VST file for my Sound Forge 9, but can't find it on the Sony website"
>> The effects and other process plug-ins that come bungled with SF are Direct X. Even the SF / iZotope mastering plug-in suite is DX. AFAIK, SF does not include any VST plug-ins.
Sometimes the DX plugs go missing when another SCS app is uninstalled.
As Geoff stated, your 'third party' VST plugs would be in one or more VST folders.

I've searched my hard drive and only found two possible folders for VST files. Maybe I'm searching for the wrong thing. The error message I keep getting is:
"Plug-in: 'Sony ExpressFX Dynamics' failed to load. Make sure this plug-in is installed properly." The problem started after I downloaded the trial verson of SF10, decided I didn't want to upgrade and uninstalled it. I'm wondering if my best best at this point might just be do do a system restore on my computer from prior to downloading SF10.

I would just uninstall and reinstall Sound Forge. That will reinstall your missing Sony ExpressFX plugins as well.
Find the latest update here: http://www.sonycreativesoftware.com/download/updates
As I previously more or less stated, the Sony plugins (ExpressFX included) are Direct X and would not be found in VST folders anyway.
Uninstalling and reinstalling SF should not remove any VST plug-ins you already have.

Thanks, but I already tried uninstalling and re-installing SF. Normally, I love technology. Today, not so much lol!
