How to render this

I've got a client who tried editing some of this footage himself

It's 15fps at 640*360

He says when he renders his version of the file which can be found here

his version is choppy.

I agree, it is sort of choppy, and I imagine it's because he's just not rendering it right. So I thought I'd give it a go. I set the project properties to match the original file.
How should I render this? I just tried doing it as an .mp4, but for some reason the render looks great; however, there's a big green bar at the bottom of the screen. Any suggestions welcome!

Depends on where it'll be shown--for the Web, it looks acceptable. For TV...?

I don't see any "green bar."

The guy doing the voiceover has a serious speech impediment, though. That ought to be fixed.

They're printing it to dvd and showing it in their sales office, so ya, on tv. But this is all I've got to work with, end of story. Is my render as good as the original? The guy is speaking in French with a Quebec accent, maybe that why he sounds weird.
