Vegas can already do this, who would we pay for something we already have? Now maybe I've missed something but I suspect my thinking is the same as other peoples here which is why you're getting all negative replies. Maybe you need to better explain yourself.

Even if there is something I've missed, like adding tape / reel names this is something that should be native to any NLE.

Obviously I wasn't being very clear. Vegas does NOT have this. Vegas has Midi out, but unless you have a piece of gear that translates Midi to SMPTE, you can't lock to Vegas with a SMPTE device. For instance: client calls wanting to do an ADR session. The Talent is in New York, but they're in LA. They want to lock to my workstation so they can see picture while we record ADR. We use ISDN and I send Time Code down one channel and the voice down the other. This is a standard session. They assume I have a Pro Tools HD system which can output time code, so they're able to say, "Ok, the movie is 23.97 and we want the picture start to be at 1 hour and 20 minutes". Currently, I can't do this with Vegas unless I have a pre-striped (recorded) piece of SMPTE time code that matches that exactly, so I can place it on a track. Laborious and lame. Also lame to have to buy external gear to do something that can be done so easily with software. Add VST plugin to track, tell it the frame rate and the picture start time code, and it spits out audio time code. Is that clearer?

Yes!
I doubt anyone here would have guessed what you're offering without that clarification.

Requests for a SMPTE reader / generator in Vegas were common years ago. The stock answer was to buy a box to do it. I suspect those who needed it either bought their boxes or moved on. There was one studio down here doing exactly the work you're talking about with Vegas and they had one such box. They've long ago closed their doors and the Vegas user from that place last I heard from him I recall had moved on to another platform.
Unfortunately this Catch 22 problem is not restricted to just this feature. I'm also not certain about having to enter the start TC into the VST plugin. Wouldn't it be better if it read the actual TC from the project.

Sounds good to me even though I'd have no use for it, all my ADR etc has been done with local talent.
I think you might do better asking in the audio forum.
