I don't believe any DVD authoring software can do this as I don't think the DVD spec allows for it.

The only PAL+NTSC DVDs I've ever heard of have been flippers where there is a PAL version on one side of the disc and a NTSC version on the other side. (Each side is in effect a different DVD, they just happen to be stuck together back-to-back and have versions of the same content.)

To reinforce what you've already discovered -- a DVD is flagged either NTSC or PAL, not both.

And the menus, they are either NTSC or PAL, just like the rest of the video. There is no "universal" menu format that will load on either type of player.

Right thanks musicvid.

Have to burn discs for PAL and NTSC. In an age where many DVD players can play PAL or NTSC discs You'd think there would be a way the flag could be placed on a second menu or on the film itself when you're burning your own DVD-R.

In all likelihood, all you need is an NTSC version. Most European systems can play both. Most North American systems can only play NTSC. If you have a select audience, ask them which format(s) they can use.

As for a flag for both, well, two things: One, the specs were developed long ago, and I doubt there have been any or many changes since they were finalized. Second, allowing people to have / play multiple regions certainly was not in their best interest of the people who developed those specs. So much, in fact, that they invented regions to make extra sure to restrict where people could play what. ;-)
