Why did I have to install .NET and C++ in order to install SF 10?

It now appears that if I want to update Windows XP using the Windows Update process, I must always update .NET or it won't let me install any other updates.

just curious why these 2 things are required for wave editing when they weren't for SF<=9.

The scripting feature in Sound Forge 8.0 and later requires these components.

Sound Forge 8.0 required .NET 1.1 runtime, which was probably already on your system. Sound Forge 9.0 and 10.0 require the .NET 2.0 runtime.
