1) Yes, as long as you don't go back a version. You can open version 9 .vf files in Vegas Pro 9, but not in Vegas Pro 8.

2) I'm pretty sure i've heard people comment on how to get this work. I've never tried it myself.

Actually, the numbering scheme in the Studio versions tends to lead the Pro versions, but Pro 8.0c *can* open Movie Studio 9 .vf files.

See the 8.0c release notes here:

About the 15th bullet item (if I counted correctly) says:
"Added support for opening Vegas Movie Studio 9 projects. "

Has anyone exported and EDL from Vegas Pro to work in FCP? I would be working across Vegas Pro 9 and FCSuite2?

Basically... no if you are talking about opening a .veg type file. On the other hand you can export an EDL (CMX type) and use it to redigitize in FCP from the original media.... long and boring way of working though.

I can't recall any that have had good success with exporting EDLs from Vegas to use in other timelines. The same can be said for other NLEs though. It's just never been rock solid from system to system. We're working on some files from Avid to Scratch and they're going seamlessly but aside from that, I've only had success in the past using EDLs the stay within the same NLE -

I use Vegas / FCP all the time and just bounce rendered chunks back and forth.
