NTSC to PAL

What would be the preferred (best) way to encode NTSC SD video for burning to a PAL format DVD. Encode directly to PAL mpg, or convert the NTSC footage to PAL, then encode for the DVD?

Also how would one calculate the bit rate needed to fit the single sided DVD?

I don't think it will make a difference - Vegas will almost certainly do the frame-rate conversion at the first render stage, so I'd go direct to PAL MPEG format as it cuts out a processing stage.

But (unless the customer is insisting on PAL format) I'd ship a 60Hz (NTSC) DVD - you'd be hard-pressed to find a DVD player/TV in Europe that couldn't handle 60Hz material (and I guess the same is true of other 50Hz countries).
