How to move audio clip one frame at a time?

With video I can use the 1 and 3 keys on my numeric keypad to move video one frame at a time, but I often wild sync and need to move the audio file one frame at a time.
my numeric pad will not work like in video, how is it done?

Nothing happens, I then highlight it (Ctrl A) and still it doesn't move.
If this is the proper way to move audio clips?

As a music time freak, I often disable Quantize to Frames, snapping, etc., and drag the audio or video back and forth until I get that funky thang.

Ctrl-A selects All the events on the timeline. After this they would all move together, including both the audio clips and the video clips. Is this really what you want to do?
