Years ago I used a blank video tape on play and recorded that output. Then I got a newer VCR that went to a blue screen when there was no picture so it wasn't possible anymore.

Video FX tab, "Add Noise" effect.

Might try applying it to a solid color media generator -- adjust to a mid range gray?

Tick the "Animate" box in the Add Noise effect.

Tick "Monochrome" for black & white snow. Untick for color snow.

Easiest way I know
Right click on timeline and choose 'Insert Generated Media'
Then Choose 'Sony Solid Color' and make it slightly grey, then go to timeline and stretch it to desired length of time.
Then click on the 'Event FX' Icon on this solid color generated media in the timeline
Add Sony Film Effects and turn up the 'Grain' to about 700 or 800, leave 'Tint' at zero, and check 'Convert to greyscale. 'Enable particles' and 'Dust' should already be checked, but you can adjust 'Amount' to taste.
Should look pretty much like you want.
If you want noise too, you may save time just recording a channel that's 'Off the Air'

Just one word of caution, video noise does not compress very well at all. So if you plan to put this on a DVD expect problems. You might be able to find something that conveys the same message to the viewer without being so difficult to compress.

Tim, your suggestion worked perfect. This method converts fine to MPG and DVD just so you all know as well.

Why don't you just shoot a TV tuned to a non-existent channel with a camera?

There is a TV simulator FX in Vegas.

The bottom slider adds static.
