Photoshop... eh... any good photo editing program would do (from The Gimp to P-Shop). I have a list of cheap or free stuff though:

The Gimp (or p-shop, PSP, etc)
Project Dogwaffle (for really artsy pics)
TMPGeng Plus (allows mpeg splice/cut//convery quickly)
Virtual Dub
any DVD bitrate calculator
some type of music generator (Acid, etc)

besides those, I'd find most other programs highly optional

Drawing/page layout program like Corel Draw or Quark (for designing DVD covers, still graphics, titles, lower thirds, movie posters, etc.)

Mike Crash's Vegas filters are nice.
Smart Smoother - ok spatial noise reduction, can blur out skin tone, much faster than median
Dynamic noise reduction - temporal noise reduction
De-interlacer - better quality than Vegas'; does adaptive de-interlace

Since getting a musical piece 'just right' - keyed to wedding stills etc, I'd loved to see SmartSound as a plug-in to Vegas. Would buy it in a minute.
