No, you can have several masks in one clip/event, depending on how you apply them, how you parent them, and what you create the mask with.

It can be. With Bezier for instance, you could have a dozen masks before even starting to parent.
Having more masks is really related to how you parent, how you use compositing modes, and how you use still or generated media as the mask.
