0% or 7.5% black level on my cam?

how do I know which one to use?

If you're shooting for broadcast you should set it at 7.5 which is the broadcast standard.

What if you're shooting something which will be used both on broadcast TV and instructional DVDs? Is there a way to change it from within Vegas?

I always shoot 0 IRE (the DV standard) and add set-up later if needed for example when dubbing to VHS. For DVDs I leave it a 0 IRE. Adam Wilt's site explains everything very well.
