animate spotlights?

I know I can do it in ae but how about vv? animate spotlights over a clip?

You can create the look of the light, using Bezier masks and glow, plus a little motion blur. As far as creating the animated spotlight fixture, I'd do that in a 3D tool

You could also do a bump map effect on the clip and use the spotlight function included in that. Might try it for kicks.
