The first pass goes through the entire video and calculates the best bit rate based on the motion in the video (guided by your input on max, target and min bit rates). Couldn't it use a value (i.e. 4.0 GB) entered by the user to calculate the best fit VBR encoding v.s.: max bit rate / target bit rate / min bit rate?

YOU can easily calculate the proper bitrate for any given length of video. To make it easy, I have a chart in an issue of my newsletter

There are loads of free bitrate calcs out there, plus several formulas that can be used. I have one formula in my Vegas book, and another more detailed one in my Encore book. Some of the consumer apps give you this, but the professional apps don't, because they're well.....professional. Menus and extra media all have to be taken into account.

The higher quality encoders, like the Cinemacraft Basic, will do this
nice little calculation for you. There are calculators available but when
you combine how poor DVDA is at predicting the final size you just
have to do everything the hard way.
