You have to create a vid that does this.
You can create an opening menu vid that then end action-connects to the main menu if you'd like...That will give you the illusion of a single menu with movement, but the truth is that the menu is actually the second menu.
DVD Architect cannot be used to create any motion in any way. It's merely an authoring tool, so all vid, animation, etc need to be created in VEgas.
