Subject:NTSC 23.976 to PAL conversion

I want to convert audio from NTSC23.976 to PAL, if I wouldn't convert the audio would be much too long.

Is "Time Stretch" out of the PROCESS-Menu the right function ?
If YES, it will let me choose:

- percentage
- tempo (bpm)
- time

I wonder where there is no function or template for these common conversion issues (NTSC to PAL and back) in Sound Forge?

Who is able to help me with that ?
